The Department of Social Welfare came into existence in the Leh district in 1971, since than department has played an active role in shouldering the responsibility of development of weaker & vulnerable sections of society. The department is particularly taking care of destitute, orphans, disabled, widow & senior citizens who require special service.
Since the establishment of the department in Leh, it had carried out many activities from giving social assistance to needy poor households to helping students realizing their goals, sheltering orphans and destitute children. The objectives of the department is to ameliorate the poverty and ensuring development of Scheduled Tribe, Scheduled Caste, Other Backward Class and weaker section of the society viz, Destitute old man and women, widow, handicapped etc. Scholarships are given to meritorious students belonging to S.T. & minority community & merit cum means scholarship to those students pursuing degree or post graduate technical or professional courses to enable students to fulfill their dreams. The following Welfare Schemes / Activities are being run by the department to provide assistance to poor.
I SCHEMES UNDER DISTRICT PLAN AND NON-PLAN
Welfare of the Poor and Destitute. 1. Pre-Metric Scholarship: Scholarships is provided to students belonging to Scheduled Tribe and Other Backward Classes categories from First Standard onwards to Tenth Standard@ Rs.50 &Rs.75 PM to Boys and Girls respectively at primary level, Rs. 100 & Rs.150 PM at middle level and Rs.150 & Rs.200PM to Boys and Girls respectively at high School level every year by inviting application on prescribe format from all schools through Zonal Education Officer of respective blocks of Leh districts. 2. Special Treatment Out Side the State: The poor persons needing specialized medical treatment outside state are given monetary assistance by the department. 3. Monetary assistance is given to BPL patients who have to depend on medicine for their survival. 4. Training Programmes: Ladies Vocational Centers; Training in tailoring, cutting and embroidery is imparted to women in the age group of 15 to 40 years with stipend of Rs 100 pm for a period of 11 months every year with a view to make them trained to setup their own income generating unit. Figure Bal Ashram,Leh 5. Homes for Destitute and Orphans: a) Bal Ashram; The department is running a residential institution for orphan & destitute children’s (boys). Free schooling including board and lodging facilities are being provided up to 10th class. b) Nari Neketan; In order to provide Social Security to orphans & destitute girls, the department is running one Nari- Niketan where free schooling including broad & lodging are provided up to 10th class.
II STATE SECTOR SCHEMES.
Integrated Social Security Schemes: Under ISSS financial assistance is being provided by the department to Old Age Persons, Widow/Destitute Women and Physically Handicapped. 1. Old Age Pension: Under this scheme pension is given to women of 55 years and men 60 years and above who are below poverty line (BPL) are eligible. The pension is provided @ Rs.200/-PM. 2. Widow/Destitute Women Pension: Widow/Destitute Women of any age group having no source of income are provided financial assistance @ Rs.200/-PM 3. Physically Handicapped Person: Handicapped Persons below 18 year of age who having disability of 40% and above certified by the Medical Board and with no source of income. Pension is provided @Rs.400/- PM.
III. CENTRRAL SPONSORED SCHEMES:-
National Social Assistance Programme. The Department is implementing National Social Assistance Programme as a centrally sponsored scheme for the people falling below poverty line. This schemes has following component viz : 1. Indira Gandhi National Old Age Pension (IGNOAP). All persons with 65 years of age and above who are below poverty line (BPL) are eligible. The pension is provided @ Rs.400/- PM on 50-50 central-state share. 2. Indira Gandhi National Widow Pension Scheme (IGNWPS). Widow who are between 40-64 years and belongs to BPL household are eligible. Pension is provided @Rs.400/-PM with equal contribution of State. 3. Indira Gandhi National Disability Pension Scheme (IGNDPS). Persons with Severe or multiple disability between 18-64 years and belongs to BPL household. Pension @Rs.400/-PM is provided with equal contribution of Centre and the State. 4. National Family Benefit Scheme. Financial assistance @Rs.10000/- is provided to the family in case of death (natural or accidental) of primary bread earner (male or female) of the family living below poverty line. The death of such primary breadwinner should have occurred whilst he or she is in the age group of 18 to 64 years i.e. more than 18 years & less than 64 years of age.
IV. SCHOLARSHIPS UNDER TRIBAL WELFARE & DEVELOPMENT AND UNDER MINORITY DEVELOPMENT:
Pre-Metric & Post Metric scholarships are given to meritorious students from Schedule Tribe & Minority communities. The objectives of the scheme is to award scholarships to students belonging to economically weaker sections of S.T. & Minority community so as to provide them opportunities for higher education, increase their rate of attainment in education & enhance their employability. 1. Post Metric Scholarship. Under this scheme financial assistance is provided to ST/OBC students pursuing post metric courses in Government or Private Intuitions, which are recognized by the Government/UGC/Board of Technical Education/DOEACC and similar statutory Professional Council of India for recognized courses. The income slab for claiming post metric is Rs.1,08,000 /-PA V. SCHEMES UNDER MINORITY DEVELOPMENT: 1. Pre- Metric & Post Metric Scholarship. Under this scheme financial assistance is provided to Minority student i.e., Muslims, Sikhs, Christians, Buddhists & Zoroastrians (Parsis) notified as minority communities under Section 2 (c) of the National Commissions for the Minorities Acts, 1992. Scholarships will be awarded to the students who have secured not less than 50% marks in the final examination and the annual income of whose parents/ guardians from all sources does not exceed Rs. 1.00 lacs. The scholarship will be provided to the entire course however, maintenance allowance will be given for ten months only in an academic year at the rate fixed by the government. Similarly, post-metric scholarship scheme for the meritorious students from minority communities is also implemented. Scholarship will be awarded to the students who have secured not less than 50% marks or equivalent grade in the previous final examination and the annual income of whose parents/ guardians from all source does not exceed Rs.2.00 lacs. 30% of scholarship will be earmarked for the girl students. In case sufficient numbers of eligible girls are not available, then the balance earmarked scholarships may be awarded to the eligible boy students. The application forms for post-metric scholarship in respect of students studying outside the state in recognized institutions can be sent directly to the Directorate of Social Welfare. 2. Merit cum means based scholarship. Financial assistance will be given to pursue degree and/or post graduate level technical & professional course from a recognized institution. Maintenance allowance will be credited to the student’s account. The course fee will be paid by the State Department directly to the institute concerned. The students who get admission to a college to pursue technical/ professional courses, on the basis of competitive examination will be eligible for the scholarship. Students who get admission in technical/professional without facing any competitive examination will also be eligible for the scholarship. However, such students should not have less than 50% marks at higher secondary/ graduation level. The annual income of the parents/ guardian of beneficiaries should not exceed Rs.2.50 lacs from all sources. 30%scholarship will be reserved for girl students which is transferable to male students in case of non-availability of female students.
VI. Schemes under Special Central Assistance to Tribal Sub Plan.
Computer Training at Block Head Quarters: Under this scheme, the department is running computer training centers at block head quarters with a stipend @Rs. 250/-PM to trainees to provide better job avenues.
